The report has the same verdict, postconditions, issues, needs, facts and routes. It holds no plan, and its conditions are their labels, so it does not [run](Report.run.md#sverify.Report.run), [check_inputs](Report.check_inputs.md#sverify.Report.check_inputs) or [to_substrait](Node.to_substrait.md#sverify.Node.to_substrait).
